Law of the Republic of Azerbaijan on amending the Law of the Republic of Azerbaijan "On Education".

The Milli Mejlis of the Republic of Azerbaijan decides on the basis of Clause 1 of Part I of Article 94 of the Constitution of the Republic of Azerbaijan:

The following changes should be made in the Law of the Republic of Azerbaijan "On Education" (Legislative Collection of the Republic of Azerbaijan, 2009, No. 9, Article 684 (Volume I); Law of the Republic of Azerbaijan No. 1099-VIQD dated February 23, 2024):

1. Article 14.8-1 should be amended as follows:

"14.8-1. The tuition fees of the following persons with special needs for social protection are paid at the expense of the state budget during their studies in educational institutions on a paid basis:

14.8-1.1. children who have lost their parents and are deprived of parental care studying in state, municipal and private higher, secondary and vocational educational institutions, as well as persons among them;

14.8-1.2. members of the martyr's family studying in state, municipal and private higher, secondary and vocational educational institutions;

14.8-1.3. persons studying in state, municipal and private higher, secondary and professional educational institutions who have received the title of "War veteran" due to their participation in military operations for the territorial integrity of the Republic of Azerbaijan;

14.8-1.4. due to 61-100 percent violation of the functions of the body studying in state, municipal and private higher and secondary educational institutions, as well as disabled persons under the age of 18 and persons with disabilities studying in vocational educational institutions;

14.8-1.5. studying in state, municipal and private higher and secondary educational institutions, whose disability was determined in connection with the protection of the territorial integrity, independence and constitutional structure of the Republic of Azerbaijan, and who died for the sake of the freedom, sovereignty and territorial integrity of the Republic of Azerbaijan, went missing in connection with a military operation and died by a court children of declared citizens;

14.8-1.6. Citizens of the Republic of Azerbaijan who have the status of IDPs in accordance with the Law of the Republic of Azerbaijan "On the Status of Refugees and Internally Displaced Persons (Individuals Displaced Within the Country)" studying in state higher and secondary specialized educational institutions;

14.8-1.7. persons under the age of 20 who are studying in state, municipal and private vocational education institutions and whose parents have been diagnosed with a disability due to 81-100 percent impairment of body functions, whose monthly income is below the subsistence minimum;

14.8-1.8. including children who were in the mother's womb on the day of relocation studying in state, municipal and private vocational education institutions, children relocated from removal and relocation zones or adolescents under 18 years of age, as well as those born after April 26, 1986 and the consequences of the accident at the Chernobyl NPP children from one of the parents who participated in the liquidation, or were harmed as a result of the Chernobyl accident and were likely to be exposed to direct radioactive radiation."

2. Add Article 14.8-2 in the following content:

"14.8-2. The tuition fees of the persons provided for in Articles 14.8-1.3, 14.8-1.5 and 14.8-1.6 (in relation to higher education institutions) of this Law shall be paid in the amount of educational expenses determined by the body (institution) determined by the relevant executive authority.
