Foreigners and stateless persons arriving in the Republic of Azerbaijan to study must enter the country with an educational visa. Foreigners and stateless persons may stay in the country for the period and purpose specified in the visa.
A foreigner or stateless person shall apply for a visa in person or through a representative of the diplomatic missions and consulates of the Republic of Azerbaijan in the country of residence or in third countries.

Regardless of non-working days and holidays, foreigners and stateless persons can apply for a one-time e-visa through the ASAN Visa system by visiting www.evisa.gov.az.
