for doctoral studies (full-time and correspondence) and dissertation studies for the year 2023 on the Doctor of Philosophy program
Admission to doctoral studies and dissertation studies according to the "2023 Admission Plans of Higher Education Institutions, Scientific Institutions and Organizations of the Republic of Azerbaijan for Doctoral and Dissertation Training" approved by the Order No. 261 of the Cabinet of Ministers of the Republic of Azerbaijan dated March 10, 2023 is conducted on:

1. Citizens of the Republic of Azerbaijan, foreigners and stateless persons with higher education (who completed the master's level of higher education or equivalent) are admitted to the doctorate and dissertation on the basis of competition. The period of full-time study in the Doctor of Philosophy program is 3 years, correspondence - 4 years, dissertation - 4 years. The tuition fee is determined on the basis of the contract concluded with the student.
2. Doctoral student admission is based on the results of foreign language, philosophy and specialty subject exams. Those who successfully pass the foreign language exam are admitted to the philosophy exam. Those who pass philosophy are admitted to the specialty exam. Those who do not participate in the foreign language exam are not admitted to the philosophy exam, and those who do not participate in the philosophy exam are not admitted to the specialty subject exam.
3. In connection with the amendment to the Law of the Republic of Azerbaijan "On Military Duty and Military Service" (Article 21.1.4.-1), conscripts who successfully pass the first exam (foreign language) for doctoral studies are granted a 3-month reprieve.
4. As a rule, persons who want to be assigned as a dissertation student must have at least two years of scientific or scientific-pedagogical work experience.
5. Candidates wishing to receive the scientific degree "Doctor of Philosophy" by means of a dissertation, have to take a foreign language exam.
6. Dates for submission of documents: April 12 - May 16, 2023.
7. Submission of documents is carried out online through the "Education Centralized Information System" (TSIS). Candidates have to choose "Student registration for higher and secondary educational institutions" service entering the portal.edu.az website of the Ministry of Education of the Republic of Azerbaijan.
